The Managed Access system is used in Prisons to intercept smuggled contraband cell phones, preventing criminals from making or receiving calls while simultaneously permitting approved phones for authorized users. With Managed Access, all voice calls, SMS text messages, as well as email are controlled by the system operator.

The CC1500 is a Cell Catcher composed of a hardware and software solution in which the core is connected to a Distributed Antenna System. Conducting cellular detection, all attempts to access a local phone network are redirected through the DAS to the core. Wardens, Officers, and correctional staff pre-register with the system in order to "pass through" with permission granted. All others (convicts using contraband cell phones) are unable to bypass the Managed Access protocol and are denied connection to the local service provider.

Emergency Call Feature: Should anyone need to make an emergency call for help, the CC1500 Managed Access can allow anyone to access the local network without being denied permission. The Cell Catcher will accept an Emergency Call and classify it as priority for non-denial in its management structure, even if the call comes form an unauthorized phone.

If the Emergency number is 911 or 0500 or any number according to the country of use, the Cell Catcher can accept that number in its programming. Countries that implement an Emergency services number (such as 911, for example) will 'pass through' the Cell Catcher's private Cell Phone network and be granted access to the locally assigned PSTN line, permitting a call for help to the local Emergency call center.

SMS Message capture and control
The Cell Catcher is rule driven in that the Managed Access setup can be completely customized by the operator. If the operator wishes to be alerted when an SMS Message is being sent or received, then instead of 'sensing' or looking for voice communications, the Cell Catcher may work to detect SMS Text Messages.
